Globix Appoints New General Counsel

NEW YORK – April 4, 2001

Globix Corporation (NASDAQ: GBIX) today announced that William A.Austin joined its executive management team as General Counsel in charge of the Globixinternational legal team.

A corporate attorney with 24 years of experience, Mr. Austin previously was General Counsel for theAmericas at ING Barings for 10 years. There he helped convert the American arm of the Amsterdam-basedbank into an investment bank and handled financing work, underwriting, compliancefunctions, litigation management and the like.

Formerly, Mr. Austin had been Associate General Counsel for eight years at The Chase ManhattanBank, where he specialized in commercial lending. Before that, he worked for Hertzog, Calamari & Gleason as an associate attorney dealing with civil litigation and corporate matters.
